Emergency Communications Services Exercise

        Bill Frisbie - W3EMH of Sterling, one of Loudoun County's Amateur Radio Emergency Service Assistant Emergency Coordinators provided the leadership for this exercise. In mid October, Bill released several alert and planning messages on the Loudoun County ARES and the Loudoun Amateur Radio Group Internet Email Reflectors and the exercise was discussed and refined during the LARG Sunday night 2-Meter FM Nets; Bill's messages are summarized here:

October 6, 2005:

        "We have been invited by Loudoun Hospital to participate in a drill that the hospital and the Loudoun County Health Department are conducting on October 22nd. Both campuses of the hospital will be involved."

October 18, 2005:
        "Our prime mission is to provide radio communications support for the Inova Loudoun Hospital's (ILH) "Full Code Orange Drill". ILH will be deploying decon tents at both campuses. The primary traffic is expected to be periodic status reports to the Incident Command Center (ICC) at Lansdowne."

        "We should plan to have the radios and antennas to support the prime mission set up and operational by 0730. The drill will probably be completed by 1100."

        "Points of Contact: Hospital security personnel - Officer Bill at Cornwall and Kerry Scott at Lansdowne."

        "Radio Links: Cross-band repeaters at each location. UHF - 445.975 MHz. VHF - 147.480 MHz simplex link between campuses. Vertically polarized beam antenna at each location. Also at Lansdowne, we will have UHF communications with the ICC."

        "Electrical Power: 12 VDC batteries"

Extracurricular Activities
        "With an abundance of volunteers, and with the proviso that it does not detract from the primary objective, there are several other things we can do. These will help us understand the ability, and limitations, of communicating between the two campuses and allow us to be better prepared for the next drill, or an emergency situation."

        "1. Dave Putman - K4ARP and Steve Tedesco - KB2CEV will be setting up a packet radio link between the two campuses. They may experiment using both VHF and UHF links."

        "2. Establish UHF simplex voice communications, using beam antennas, between the two locations."

        "4. Get a feel of any "local interference" from pager, cellular, or other radio systems at each location."

        "Bring your HT's and spare batteries. At Cornwall, we could use a small (3-el) dual-band beam for the prime radio link. I have one we can use at Lansdowne. For our other tests, we could use a second beam at each location. So if you have one, bring it along."

Cornwall Campus Operations

    This reporter was stationed at the Cornwall Campus in Leesburg. So, this report is limited to things I did, saw and heard at Cornwall. I can imagine like things were going on further east.

        Most of us arrived just before 7 AM, but the rain and overcast sky made it seem like 5 AM. A cup of coffee and a donut from the local 7-11 on the way in really made a difference. Anyway, we helped Tom Dawson - WB3AKD find and guide him into a nice spot near the emergency room entrance. His rig is big and you have to take it a little slow in close corners. We soon set out to erect antennas and checkout radios. We had VHF and UHF voice and data - packet radio - capabilities. Several took up posts near the emergency room as liaison for the exercise. Much of the effort was centered on finding which frequency, radio, and antenna combinations worked best to Landsdowne Campus. We avoided repeaters except to coordinate a lost connection. The N4FSC/R near Dulles was quite strong. It was interesting to watch Steve Tedesco - KB2CEV work out packet communications with the fellows in Landsdowne. Sometimes our handhelds would work direct to Landsdowne but the other end had to have more than a handheld.

Comments On Packet Operations

Here are my packet log files and packet messages sent.

(Ed Note: Steve's start up file is on right, later traffic file and the actual exercise messages are on the left below. Additional comments from Dave Mullins - K4ARP who was at Landsdowne Campus follow the exercise messages on the left.)

For the Packet logs, I was moving the cable between the internal TNC for the Kenwood D700 and the KPC3 I was using. Also, I was monitoring packets while connected, so they might be a little hard to read.

A couple of observations:

1. coordinate what we do, the one line below summarizes what kept us from having effective packet comms for quite a while at the beginning:

2. Run compatible packet applications if we want to send files transparently. I found that if I would send a long text file to the TNC from hyperterm that it would overflow the TNC buffer, even with hardware handshaking. To work around this I would have to cut and paste a few lines at a time. One workaround for this for simple text files would be to first upload the file to a PBBS in a kantronics TNC and then have it autoforward to the destination bbs. I have tested this before as an effective way to send to the linden BBS which has a packet path to the EOC in Richmond. This connection would require either a direct connect or via digipeaters (not nodes). Since David was running winpac, I think, would this include a compatible pbbs application.

3. Path information (1200 baud only).
a. I could connect direct to Dave, but not reliably.
b. I could not connect to the Linden Node.
c. I could connect direct to the Manassas Node.
d. I could connect direct to the Fairfax Medical Examiners node at the VSP barracks on Braddock Road.
e. (9600 baud) I could not connect to my home station nor to the Manassas node, but I could hear it on 440.925.

4. Intermod. Intermod was very bad on 147.48 in Leesburg, and the par filter really helped.

5. The 2meter packet activity did interfere with the 2meter voice ops. I was able to minimize it when I had packet on one side of the D700 and 14748 on the other since I can optionally have the internal TNC stop transmitting if it hears activity on either side of the radio.

6. What are the hospital rules on the use of 2-way radios in the hospital if we were required to shadow hospital officials in the hospital. From my previous work with OVH club, many years ago, they would only use 220 in the PW hospital, which was convenient since they have a 220 linkable repeater to the 97 repeater.

Also, at Fairfax Hospital, we would only use 440 inside the hospital when I helped for the phone failure, but this may have been because of the metal buildings and not necessarily because of telemetry related interference concerns.

Seven Hams Supported the drill at Cornwall.
Given the inclement weather, we employed a portable trailer mounted shelter to house the radios.
Furture planning should include space inthe building for ham radio support.
Both VHF and UHF Voice simplex circuits were exercised, and a VHF packet link was established and one situation report passed.

Notes from K4ARP located at the Lansdowne Hospital.

My initial equipment setup:
-Laptop running off deep cycle battery.
-WinPack Software (also tried Hyperterm)
- Kantronics KPC3+ TNC
- Kenwood 2m mobile running 25 Watts
- Antenna Diamond 50a, 3dB dual band omni mounted on mast at 20ft.

I could connect to various nodes in the area, but not to Steve KB2CEV. I tried a direct connect at 50 Watts with no joy. Steve tried to connected to me through the OVH node 145.730, but the node reported that my station was busy. I am not sure why. I have connected to this rig setup before with my other packet system and I will look into this.

Second equipment setup:
-Laptop running off deep cycle battery.
-WinPack and AGW Software with Soundcard
-Yaesu FT-8800 mobile running 50 Watts.
- Antenna Diamond 50a, 3dB dual band omni mounted on mast at 20ft.

With this setup Steve was able to connect both directly and through the node. The direct connect was marginal, so we used the OVH node to transfer the data. I think with permanent antennas setup on the buildings, a direct connection would have worked fine.

Printer - I was going to bring a printer and run it off my generator, but with the rainy weather decided not to. However, this would not be an issue once we were able to setup inside. I will also look into purchasing a surplus printer for field use.

I have some other ideas of how to improve out digital capabilities that we can go into at another time.

BTW - It was not part of the Hospital Group's request, but we were also in direct radio communications during the event with the Loudoun Red Cross carrying out the mass care feeding operation at the mock shelter located at the Potomac Falls High School. This communication was via the UHF ARC radios and via amateur radio through Larry K3HE.

Lessons Learned:
Given this was our first exercise with the Hospitals in some time, we did not have a preplanned set up area, and this delayed setup.
We need to work with the hospital to identify set up locations and access for actual emergencies.

Because of all the rain they did not do a full blown decontamination drill. They didn't want to get the tentage wet; plus, they had practiced with it on Wednesday.
