I took a few minutes to think about what it meant. Being a relatively new member, I would tend to look to something like this to get an idea of the club's priorities:
Provide the radio amateurs of western Loudoun County - this defines, arguably, the target club membership. It could be used in deciding where to prioritize the provision of assistance, where meetings are held, deciding on where to hold future Field Days, where to locate a new repeater, etc. It limits presence to the local area (as opposed to some clubs which are national organizations.)

You could almost describe the core mission as having three pillars: camaraderie (community), service, and training.
Camaraderie, in that the forums and breadth of activities are inclusive and promote the sense of community of the local hams;
Service, which is not limited to any particular area but the public in general with respect what hams can do;
Education, in that we try to bring in new hams through training and better ourselves.
Who wrote the mission statement? It is very good. I keep liking LARG more and more.
