Tom Dawson, WB3AKD, of Round Hill, Virginia is the lead developer, designer, builder, and tester of the Sky-Eye I Instrument Package. His Instrument Package includes the original Tuna Can Transmitter, Processor, and Presure, Battery, Bus and Outside Temperature Sensors  but contains some refinements over their original configuration flown on Flight 2000A in October 2000. He was assisted by Paulson McIntyre of Alde in the development of the processor unit.
